DigiLocker — Store and Share Official Documents

This distinction is the whole point of DigiLocker and is widely misunderstood.

An issued document is fetched directly from the issuing authority — your driving licence from the transport department, your vehicle registration certificate, your PAN, your board marksheet. It is pulled live from the source, digitally signed, and recognised as legally at par with the original physical document under the rules made under the Information Technology Act.

An uploaded document is simply a scan you put in yourself. It has no more legal standing than the photocopy on your desk. It is convenient storage and nothing more.

When an official asks for a document and you show DigiLocker, it is the issued version that carries weight.

1. Go to digilocker.gov.in or install the official DigiLocker app.
2. Sign up with your mobile number and set a security PIN.
3. Link your Aadhaar and verify with the OTP sent to your Aadhaar-registered mobile number.
4. Open the Issued Documents section and browse the list of participating issuers.
5. Select the document you want, enter the identifiers it asks for — your licence number, registration number or roll number — and fetch it.
6. The document appears in your account, digitally signed and available offline in the app.

• Driving licence and vehicle registration certificate, from the transport departments through Parivahan.
• PAN verification record from the Income Tax Department.
• Class X and XII marksheets and certificates from participating boards.
• Insurance policy documents from participating insurers.
• Ration card, caste certificate and other State-issued documents, where the State has integrated with the platform.
• The exact list depends on which issuers your State and institutions have integrated. Check the issuer list in the app for what is available to you.
