Applications are made to your State, not centrally
The National Food Security Act is central legislation, but ration cards are issued and administered entirely by State governments. The application portal, the card categories, the fee and the exact entitlement all vary by State.
The national portal at nfsa.gov.in is the right starting point — it links to every State portal and lets you check entitlements and fair price shop details — but the application itself happens on your State’s system.
Typical application process
- Open nfsa.gov.in and follow the link to your State’s food and civil supplies portal.
- Register on the State portal and start a new ration card application.
- Enter the head of household’s details and every family member to be included.
- Upload Aadhaar for all members, proof of address, and any income or category documents your State requires.
- Pay the State-notified fee, which is usually nominal.
- Submit and note the application number. Verification is normally carried out by the local food inspector or a designated official.
- Track the status on the State portal. Once approved, the card can usually be downloaded or collected from the designated office.
One Nation One Ration Card
Portability is the most significant change to the public distribution system in recent years, and it is particularly relevant for migrant workers.
Under One Nation One Ration Card, a beneficiary can collect their entitlement from any fair price shop in the country using biometric authentication against Aadhaar, rather than only from the shop they are registered with. A family can even split the entitlement, with some members collecting in the home State and others where they are working.
- Aadhaar must be seeded against each member of the ration card for portability to work.
- The fair price shop must have a functioning electronic point of sale device — almost all now do.
- The Mera Ration app shows nearby fair price shops, your entitlement and your recent transactions.
- Nothing needs to be applied for separately. Portability is available on any Aadhaar-seeded card.
e-KYC and keeping the card active
States periodically require Aadhaar-based e-KYC for every member on the card. Members whose e-KYC is not completed can be removed from the card, which reduces the household entitlement.
e-KYC is normally done biometrically at the fair price shop itself, and increasingly through State apps. There is no fee for it, and the fair price shop dealer is not permitted to charge for it.
